dc.description.abstractEste estudo examina a expectativa da Guarda Civil Municipal de Vitória/ES em relação ao uso do reconhecimento facial, focando nos riscos do racismo e sexismo algorítmico. A escolha desse tema surge da potencial implementação dessa tecnologia pela Guarda Civil Municipal de Vitória/ES, suscitando considerações éticas e legais. A relevância dessa pesquisa está na necessidade premente de compreender as implicações do reconhecimento facial, especialmente quando adotado por órgãos de segurança municipais, destacando-se a Guarda Civil Municipal de Vitória/ES. A pesquisa visa contribuir para os campos jurídico, ético e tecnológico ao aprofundar a compreensão desses desafios emergentes. O cerne desta pesquisa é compreender a expectativa da Guarda Civil Municipal de Vitória/ES em relação ao reconhecimento facial, considerando os riscos de racismo e sexismo algorítmico. O problema central reside em investigar as nuances e implicações éticas e legais associadas ao emprego do reconhecimento facial por órgãos de segurança municipais, especialmente no contexto da discriminação algorítmica, racismo e sexismo. O objetivo principal é analisar a expectativa da Guarda Civil Municipal de Vitória/ES em relação ao uso do reconhecimento facial, considerando os riscos do racismo e do sexismo algorítmico. Os objetivos específicos incluem a análise do panorama da discriminação racial e de gênero no contexto brasileiro, a investigação das interseções entre discriminação algorítmica, racismo e sexismo, e o exame das normativas e desafios legais do reconhecimento facial no cenário jurídico brasileiro. A metodologia adotada integra revisão bibliográfica e análise documental. A revisão bibliográfica analisa criticamente a produção acadêmica sobre reconhecimento facial, discriminação algorítmica, racismo e sexismo. Essa etapa oferece uma compreensão aprofundada do estado atual do conhecimento nessas áreas, identificando lacunas e formulando questões pertinentes. A análise documental examina normativas legais, regulamentos e documentos relacionados ao reconhecimento facial no cenário jurídico brasileiro, proporcionando uma abordagem detalhada das implicações legais e éticas dessa tecnologia. A relevância ética e legal do reconhecimento facial, especialmente considerando os riscos de racismo e sexismo algorítmico, destaca a importância desta pesquisa. The core of this research is to understand the expectation of the Municipal Civil Guard of Vitória/ES regarding facial recognition, considering the risks of algorithmic racism and sexism. The central problem is to investigate the nuances and ethical and legal implications associated with the use of facial recognition by municipal security agencies, especially in the context of algorithmic discrimination, racism, and sexism. The main objective is to analyze the expectation of the Municipal Civil Guard of Vitória/ES regarding the use of facial recognition, considering the risks of algorithmic racism and sexism. Specific objectives include analyzing the panorama of racial and gender discrimination in the Brazilian context, investigating the intersections between algorithmic discrimination, racism, and sexism, and examining the regulations and legal challenges of facial recognition in the Brazilian legal scenario.
