dc.description.abstract	Este estudo analisa a relação de poder e interesse existente entre a Federação das Indústrias do Espírito Santo e o Poder Executivo capixaba, no recorte temporal entre 1958-1971. No desenvolvimento da pesquisa não traçamos uma linha teórica única, mas optamos por trabalhar com teorias distintas que dialogam entre si. Primeiramente, definimos a FINDES como Grupo de Interesse que, segundo nossa visão, utilizam métodos distintos para influenciar o Poder Público, sendo eles: a pressão e o lobby. Em seguida, analisamos as eleições do governo capixaba, ocorridas entre 1947 e 1962, discorremos sobre as disputas que ocorreram entre duas elites políticas atuantes no Estado. A atuação da FINDES junto ao poder público oscilava entre um governo e outro, até que o golpe militar em 1964 consolidou o posicionamento da Federação frente ao poder público capixaba. A partir do governo de Christiano Dias Lopes Filho (1967-1971), a FINDES participou das ações governamentais de forma muito intensa: primeiro, formulando o documento que originou o programa de governo; segundo, com representantes dentro do secretariado; terceiro, participando diretamente da reforma administrativa realizada pelo governo; quarto, tomando assento nos principais órgãos do governo; quinto, ajudando na formulação e incentivos fiscais para o Estado; sexto e mais importante, a FINDES exerceu forte pressão para a implantação do Centro Industrial. Buscamos nas Atas da Federação, jornais e revistas da época, indícios que demonstrassem a relação da FINDES com o Poder Público, e como essa entidade utilizava meios como a pressão e o lobby para ter seus interesses atendidos.	pt_BR

dc.description.resumo	This study analyzes the relationship of power and interest existing between the Federation of Industries of the Espírito Santo and the Executive Capixaba, in time frame between 1958-1971. The development of research do not draw a single theoretical line, but we chose to work with differents theories that interact with each other. First, we define the FINDES as “Interest Group” that, in our view, use different methods to influence the government, namely: the pressure and lobby. Then we analyze the Capixaba government elections that took place between 1947 and 1962, commented above on the disputes that occurred between two active political elites in the state. The performance of FINDES with the government oscillated between a government and another, until the military coup in 1964 consolidated the position of the Federation against the Capixaba government. From the government Christiano Dias Lopes Filho (1967-1971), the FINDES part of government actions in a very intense: first, formulating the document that originated the government program; second, with representatives in the secretariat; third, directly participating in the administrative reform carried out by the government; fourth, taking a seat in the main organs of government; fifth, helping in the formulation and tax incentives for the state; sixth and most importantly, FINDES exerted strong pressure for the implementation of the Industrial Center. We seek the Federation Minutes, newspapers and magazines of the time, evidence demonstrating the relationship of FINDES with the government, and how the entity used as a means to pressure and lobby to get their interests.	pt_BR
