dc.description.abstract	Esta dissertação interpreta criticamente as políticas públicas de incentivo que permeiam no estado do Espírito Santo. Políticas essas que possibilitam a imersão do jovem na vida acadêmica, deslumbrando assim melhores condições sociais. Nosso estudo sobre políticas de incentivo terá foco no Programa do Governo Federal Nossa Bolsa. Objetiva-se comparar a natureza das políticas públicas e a realidade social desses dois pontos, apurando assim o papel desempenhado pelo Nossa Bolsa na tendência de redução da pobreza e da desigualdade social. Inicialmente, explicitam-se as principais categorias de análise da dissertação (políticas públicas, investimento, Ensino Superior e ascensão social). Na parte intermediária do trabalho, investigam-se as ações realizadas pelo programa, seu funcionamento e impacto social no Espírito Santo. Averigua-se quem são os beneficiados pelo programa, seu perfil, e expectativas e como a integração graduando e programa tem ajudado a atenuar problemas de evasão e de características sociais e como o Estado tem atuado diante desse problema. A partir daí surgem problemas relacionados ao programa que muitas vezes geram insatisfação nos beneficiados, ao mesmo tempo, tentam atenuar algumas divergências com auxílios extras que muitas vezes não chegam a todos os beneficiados pelo programa e quando chegam esses benefícios muitas vezes não conseguem cobrir os reais custos dos universitários. Na parte final, busca-se interpretar as potencialidades e os limites do Nossa Bolsa nas divergências encontradas pelos estudantes, avaliando se o programa possui o caráter de uma política social de incentivo e se ela é realmente eficaz naquilo que propõe que seria ao ingresso dos jovens no ensino superior com foco na atenção social, proporcionando ao jovem uma melhor ascensão social através do estudo.	pt_BR

dc.description.resumo	This paper critically interprets public policy incentives that permeate the state of Espírito Santo. Policies that enable the immersion of young academic life, dazzling like better social conditions. Our study on incentive policies will focus on the Federal Government called Nossa Bolsa. The objective is to compare the nature of public policies and social reality of these two points, so investigating the role played by the Nossa Bolsa tendency to reduce poverty and social inequality. Initially, there are explicit analysis of the main categories of the dissertation (public policy, investment, higher education and social mobility). In the middle part of the work, we investigate the actions performed by the program, its functioning and social impact in the Holy Spirit. Ascertains up who are the beneficiaries of the program, your profile, and expectations and how to integrate undergraduate program and has helped to alleviate problems of tax evasion and social characteristics and how the state has acted on this issue. From there arise problems related to the program that often generate dissatisfaction in benefit at the same time trying to alleviate some disagreements with extras that aid often does not reach all benefited from the program and when they get these benefits often fail to cover the actual costs of college. In the end, we seek to interpret the potential and the limits of our Exchange differences encountered by students in assessing whether the program has the character of a social policy of encouraging and if it is really effective in what proposes to be the inflow of young in higher education and focusing on social, giving the young a better social ascent through the study.	pt_BR
