dc.description.abstract	Este trabalho buscou apresentar uma análise sobre os elementos concretos e sensíveis que levam policiais militares a desconfiarem de um cidadão e abordá-lo, baseado na fundada suspeita. O Objetivo foi discutir os principais elementos que justificam, na concepção do policial militar do município de Vila Velha, uma construção da fundada suspeita que culmine na abordagem policial, à luz da legislação vigente. O conflito encontra-se no conceito de fundada suspeita que não foi definido por lei nem tampouco pelos doutrinadores, conceito que permite a ação do Estado através do poder de polícia. A metodologia adotada envolveu a pesquisa de campo, cujo instrumento para coleta de dados foi a entrevista em profundidade junto à policiais militares que trabalham na área do 4º Batalhão de Polícia Militar lotados na 1ª Companhia localizada no Parque da Prainha (centro), e lotados na 4ª Companhia localizada no Residencial Jabaeté (periferia), que atuam no policiamento ostensivo. A análise dos dados obtidos proporcionou verificar que para os policiais entrevistados a construção da fundada suspeita se dá principalmente através do comportamento suspeito, do lugar suspeito relacionados ao horário, principalmente na busca por drogas e armas.	pt_BR

dc.description.resumo	This work sought to present an analysis of the concrete and sensitive elements that lead military police officers to distrust a citizen and to approach him, based on the well-founded suspicion. The objective was to discuss the main elements that justify, in the conception of the military police of the municipality of Vila Velha, a construction of the suspected foundation that culminates in the police approach, in light of the current legislation. The conflict lies in the concept of a well-founded suspicion that has not been defined by law nor by the doctrinators, a concept that allows state action through police power. The methodology adopted involved the field research, whose instrument for data collection was the in-depth interview with the military police officers working in the 4th Military Police Battalion grouped in the 1st Company located in Prainha Park (center), and crowded in the 4th Company located in the Residencial Jabaeté (periphery), which operate in ostensive policing. The analysis of the data obtained verified that for the police interviewed the construction of the suspected suspicion occurs mainly through suspicious behavior, suspicious place related to the timetable, mainly in the search for drugs and weapons.	pt_BR
