dc.description.abstractEsta pesquisa tem como objetivo analisar a importância da participação da sociedade civil organizada para o êxito do Programa Moreno em Ordem, instituído no Município do Moreno, região metropolitana do Recife/PE. Com intuito de verificar a hipótese de que a participação da sociedade civil organizada foi o diferencial do programa, o presente estudo se valeu da metodologia mista, com buscas nos relatórios de prestação de contas da gestão municipal da época, nos indicadores de criminalidade violenta no site da Secretaria de Defesa Social do Estado de Pernambuco, na normatização publicada em Diário Oficial e na pesquisa de campo, mediante entrevistas semiestruturadas realizadas com quatro representantes do poder público e seis da sociedade civil organizada que participaram do programa. Além disso, foi importante discorrer sobre a municipalização da segurança pública, uma tendência que o município do Moreno buscou seguir para implementar a parceria decisória com o seu povo. Assim, após as análises e discussões sobre os dados coletados, o estudo encontrou resultados relevantes sobre o envolvimento da sociedade civil organizada no planejamento, elaboração e execução de políticas públicas de ordem pública, como o sentimento de pertencimento, de se sentir ouvido e de satisfação, além dos obstáculos enfrentados para a implementação do programa e da redução significante das taxas de homicídios e crimes contra o patrimônio no município.pt_BR

dc.description.resumoThis research aims to analyze the importance of the participation of organized civil society for the success of the Moreno em Ordem Program, established in the Municipality of Moreno, metropolitan region of Recife/PE. In order to verify the hypothesis that the participation of organized civil society was the program's differential, this study used a mixed methodology, with searches in the accountability reports of the municipal administration at the time, in the violent crime indicators on the website from the Department of Social Defense of the State of Pernambuco, in the standardization published in the Official Gazette and in the field research, through semi-structured interviews carried out with four representatives of the public power and six of organized civil society who participated in the program. Furthermore, it was important to talk about the municipalization of public security, a trend that the Moreno municipality sought to follow in order to implement the decision-making partnership with its people. Thus, after analyzing and discussing the collected data, the study found relevant results on the involvement of organized civil society in the planning, elaboration and execution of public policy policies, such as the feeling of belonging, of feeling heard and of satisfaction, in addition to the obstacles faced in implementing the program and the significant reduction in homicide rates and crimes against property in the municipality.pt_BR
