dc.description.abstract	Esta dissertação objetiva analisar a caracterização da democracia representativa no Estado do Espírito Santo pela agenda da respectiva Assembleia Legislativa, no período co compreendido entre 2005 e 2017. Esse trabalho justifica-se na importância de se fazer uma análise da função da Assembleia Legislativa, por meio da formação de sua agenda, para a caracterização da democracia representativa na respectiva unidade federativa. Metodologicamente, constitui-se em pesquisa exploratória de campo, com a produção de entrevistas semiestruturadas, bem como pesquisas bibliográfica e documental. Desta forma, pelo escalte verificado na tramitação das proposições do processo legislativo, pela percepção dos parlamentares entrevistados, ex-membros das Mesas da Assembleia Legislativa, pôde-se sintetizar algumas conclusões, no período pesquisado (2005 a 2017): 1) a inexistência de uma suposta crise da democracia representativa, que tenha atingido as instituições democráticas; 2) que o quadro do regime de governo se encaixou nas premissas da democracia representativa, do tipo democracia do público; 3) na existência de uma correlação entre a agenda da Assembleia Legislativa e a caracterização da democracia representativa no Estado; 4) na necessidade de eliminar ou minimizar limitações normativas, por meio do aperfeiçoamento dos mecanismos do processo legislativo e outros; 5) que alguns mecanismos de alteração desses limitadores normativos estão fora do alcance do legislador estadual, posto que dependem, exclusivamente, do legislador federal, como as questões relativas à reforma política, à repartição das competências na federação ou às atinentes a separação dos poderes, com destaque, para as relativas às competências privativas para inciativa de leis; 6) que, por outro lado, alguns dos limitadores da agenda legislativa são resolúveis por vontade política e ação do próprio legislador estadual, como a exclusão ou minimização das agendas desperdiçadas com matérias sem relevância social ou fora da função institucional estabelecida constitucionalmente para o Poder Legislativo, e, finalmente, 7) que, se constitui de suma importância, a preservação das instituições democráticas, inclusive da própria Assembleia Legislativa e seus mecanismos de atuação e organização, evitando sua subversão sub-reptícia. Dessa forma, pretende-se contribuir para a evolução do papel institucional das Assembleias Legislativas por meio da compreensão do processo de formação de suas respectivas agendas.	pt_BR

dc.description.resumo	This dissertation aims to analyze the characterization of representative democracy in the State of Espírito Santo by the agenda of the respective Legislative Assembly. This work is justified by the importance of analyzing the role of the Legislative Assembly, through the formation of its agenda, for the characterization of representative democracy in the respective federative unit. Methodologically, it is an exploratory field research, with the production of semi-structured interviews, as well as bibliographic and documentary research. In this way, by the escalation verified in the processing of the proposals of the legislative process, by the perception of the parliamentarians interviewed, former members of the boards of directors, it was possible to synthesize some conclusions, in the researched period (2005 to 2017): 1) the inexistence of a supposed crisis of representative democracy, which has affected democratic institutions; 2) that the framework of the government regime fit the premises of representative democracy, of the public democracy type; 3) the existence of a correlation between the agenda of the Legislative Assembly and the characterization of representative democracy in the State; 4) the need to eliminate or minimize normative limitations, through the improvement of the mechanisms of the legislative process and others; 5) that some mechanisms for altering these normative limits are beyond the reach of the state legislator, since they depend exclusively on the federal legislator, such as issues related to political reform, the division of powers in the federation or those relating to the separation of powers, with emphasis on those relating to private powers for law enforcement; 6) that, on the other hand, some of the limitations of the legislative agenda are solvable by political will and action of the state legislator itself, such as the exclusion or minimization of wasted agendas with matters without social relevance or outside the institutional function constitutionally established for the Legislative Power, and, finally, 7) that the preservation of democratic institutions, including the Legislative Assembly itself and its mechanisms of action and organization, is of paramount importance, avoiding their surreptitious subversion. In this way, it is intended to contribute to the evolution of the institutional role of the Legislative Assemblies through the understanding of the process of formation of their respective agendas.	pt_BR
