dc.description.abstract	Este trabalho teve como objetivo principal analisar o Programa Segundo Tempo - PST sob seu aspecto político pedagógico no município de Vitória. O PST é um programa de política pública de abrangência nacional criado em 2003 pelo Ministério do Esporte e se realiza em núcleos que são padronizados em sua implantação, mas que neste padrão previu-se na sua proposta pedagógica o respeito às diversidades culturais e individuais de cada região e de cada beneficiário respectivamente. Hoje espalhados por vários municípios do Brasil, os núcleos do PST visam atender no contraturno escolar às crianças e adolescentes entre 7 e 17 anos devidamente matriculados na rede pública de ensino e trabalha com a manifestação do esporte educacional, manifestação esportiva que prima pela sociabilização dos seus praticantes em detrimento da hipercompetitividade, gerada pela manifestação esportiva de rendimento, que é o esporte mais notabilizado pela mídia. Para dar sustentação a essa investigação foi necessário discutir os marcos teóricos contemporâneos sobre políticas públicas e sociais sobre uma metodologia de educação com significado e sentido, cruzando com o conteúdo esporte educacional, para a melhor formação do sujeito social beneficiado pelo programa e verificar essas situações nos Núcleos em funcionamento do município de Vitória. O esporte tratado enquanto política social é algo recente no Brasil. Pretendemos mostrar isso registrando a criação do Ministério do Esporte em 2003, juntamente com a instauração das Conferências Nacionais do Esporte, fazendo uma síntese das discussões e os efeitos que esse ambiente de encontro entre a sociedade civil e a sociedade política gerou e está gerando na sociedade brasileira. Por fim, reservamos foco nos resultados dessa política, no caso o Programa Segundo Tempo no Município de Vitória, para tecermos nossas considerações finais.	pt_BR

dc.description.resumo	This study aimed to analyze the Program Second Time - PST in its political pedagogic aspect in the city of Vitoria. The PST is a program of national public policy created in 2003 by the Ministry of Sport and takes place in nuclei that are standardized in its implementation, but at this pattern, it was anticipated in its pedagogic proposal the respect for cultural diversity and individual diversity of each region and each beneficiary respectively. Today, across several municipalities in Brazil, cores of PST aim to serve, after school, children and teenagers between 7 and 17 years that are duly enrolled in public schools, and works with the manifestation of sport education, sport manifestation that excels for the socialization of its practitioners to the detriment of the hypercompetitiveness generated by the demonstration of sport performance, which is the most notable sport for media. To support this research, it was necessary to discuss the contemporary theoretical frameworks over social and public policies, over an educational methodology with meaning and purpose crossing with the content of educational sports for the best social formation of the individual that was benefited from the program and to verify these situations in the Nuclei in operation in the city of Vitoria. The sport treated as social policy is a recent phenomenon in Brazil. We intend to show this recording the creation of the Ministry of Sports in 2003, along with the establishment of the National Conferences of Sport, making a summary of the discussions and the effects that this environment meeting between civil society and political society generated and is generating in Brazilian society. Finally, we focused on the results of this policy, in this case the Program Second Time in the city of Vitoria, to weave our final considerations.	pt_BR
