dc.description.abstract	Na presente dissertação nos propusemos a estudar as práticas políticas digitais dos vereadores da 18º legislatura (2017/2020) do município de Vitória/ES, a fim de estabelecer como os vereadores percebem atualmente a relação entre política e internet. Firmadas essas percepções, procuramos identificar se a utilização das páginas do Facebook pelos vereadores possui algum caráter deliberativo e, em caso positivo, qual seria qualidade dessas deliberações – de modo a contrastar as suas percepções face às suas práticas políticas no Facebook. Para tanto, iniciamos o texto procurando estabelecer as origens históricas da democracia representativa liberal – comparando-a com a democracia direta de inspiração ateniense –, expondo as ondas de democratização e desdemocratização (HUNTINGTON, 1991, p. 12) que a afetaram desde o seu surgimento até o atual contexto de crise da representação para, por fim, indicar uma possível solução apontada pela democracia deliberativa dentro do ambiente online. Em seguida, apontamos a relevância da internet e das novas tecnologias de informação e comunicação (TIC) para a formação de uma nova organização social contemporânea na forma de “sociedades em rede” (CASTELLS, 2017a, p. 554), buscando identificar o perfil demográfico do brasileiro online e as formas de utilização da internet por parte dos políticos brasileiros. Por fim, analisamos dois conjuntos de dados: os resultados obtidos do questionário aplicado aos vereadores, onde se perquiriu a sua percepção da participação política na internet e a sua inserção neste meio; e o levantamento das publicações feitas nas páginas de Facebook dos edis entre o período de 02/02/2018 a 30/06/2018 e do conteúdo das suas interações com o público em geral, a fim de estabelecer a forma de utilização dessa rede social, bem como a avaliação qualitativa do nível de deliberação política das postagens dos vereadores no Facebook e a correspondência dos eleitores.	pt_BR

dc.description.resumo	In the present dissertation we propose to study the digital political practices of the city councilors of the 18th legislature (2017/2020) of the city of Vitória/ES, in order to establish how the councilors perceive the relationship between politics and the internet. Once these perceptions have been established, we try to identify whether the use of Facebook pages by city councilors has some deliberative character and, if so, what would be the quality of these deliberations - in order to contrast their perceptions with their political practices on Facebook. To this end, we began the text seeking to establish the historical origins of liberal representative democracy - comparing it with the direct democracy of Athenian inspiration -, exposing the waves of democratization and de-democratization (HUNTINGTON, 1991, p.12) that have affected it since its emergence until the current context of representation crisis to finally indicate a possible solution pointed out by deliberative democracy within the online environment. Next, we point out the relevance of the internet and the new information and communication technologies (ICT) for the formation of a new contemporary social organization in the form of "network societies" (CASTELLS, 2017a, p.554), seeking to identify the profile of the Brazilian demographic online and the forms of use of the Internet by the Brazilian politicians. Finally, we analyze two sets of data: the results obtained from the questionnaire applied to the councilmen, where their perception of the political participation in the internet and its insertion in this environment were searched; and the survey of the publications made in the Facebook pages of the councilmen between 02/02/2018 to 06/30/2018 and the content of their interactions with the general public, in order to establish the use of this social network , as well as the qualitative evaluation of the level of political deliberation of the posts of the councilmen on Facebook and the correspondence of the voters.	pt_BR
