dc.description.abstractA presente pesquisa tem por finalidade analisar os padrões das interações entre o poder Executivo e Legislativo no Estado do Espírito Santo, avaliando, por meio de um exame comparativo da produção legislativa, as características desse relacionamento durante o primeiro ano dos governos Renato Casagrande (2011) e Paulo Hartung (2015). Para o desenvolvimento da pesquisa optamos em trabalhar com o arcabouço teórico representado pelo neoinstitucionalismo, a fim de inferir se as instituições, para além de serem simples regras de organização política, influenciaram na definição das estratégias e processos decisórios dos atores políticos envolvidos. Também foram feitos estudos sobre a repartição das funções do poder no Brasil pós-1988, além de perscrutar sobre o quadro político no Espírito Santo, a construção da equipe de governo em 2011 e 2015 e as bases legais do Executivo e Legislativo capixaba. O trabalho examinou os projetos de lei elaborados pelo Executivo e encaminhados à Assembleia Legislativa do Estado do Espírito Santo nos anos de 2011 e 2015 para identificar padrões de relacionamento Executivo-Legislativo capixaba durante o primeiro ano dos referidos governos. Os resultados da pesquisa confirmaram que, também no âmbito estadual capixaba, há uma exacerbação do Executivo e uma prevalência do poder político regional dos governadores, influenciando nos resultados do processo legislativo e obtendo altas taxas de sucesso, reforçando e corroborando um padrão de subserviência às proposições legais de iniciativa do governo.pt_BR

dc.description.resumoThis study seeks to analyze the patterns of interaction between the executive and legislative power in the state of Espirito Santo, using a comparative analysis of the legislative production to evaluate the characteristics of this relationship during the first year of the Renato Casagrande (2011) and Paulo Hartung (2015) administrations. For the development of this study, we chose to work with the theoretical framework represented by neo-institutionalism in order to infer whether the institutions, in addition to being simple rules for political organization, also influenced the definition of decision-making strategies and processes of the involved political actors. Studies were also performed on the distribution of power functions in post-1988 Brazil, in addition to addressing the political situation of Espírto Santo, the construction of the administration teams in 2011 and 2015, and the legal foundations of the Executive and Legislative branch in the state. The study examined the draft bills prepared by the Executive and submitted to the Legislative Assembly of the State of Espírito Santo in the years 2011 and 2015 so as to identify patterns of relationship between the Executive and Legislative branch during the first year of the cited administrations. The results of the study confirmed that at the state level of Espírito Santo, there is also an exacerbation of the Executive branch and a prevalence of the regional political power of the governors, which influences the results of the legislative process and produces high success rates, strengthening and confirming a pattern of subservience to the legal propositions initiated by the government.pt_BR
