dc.description.abstract	A globalização traz transformações em várias dimensões, inclusive sobre o Estado. Os impactos da globalização sobre o Estado são muitos e academicamente nada consensuais. Inegável, contudo, é que esses favorecem a inserção internacional de suas organizações administrativas internas, antes represadas pelas fronteiras nacionais e agora atuantes internacionalmente – os chamados subnacionais. No Brasil, a inserção subnacional é crescente e tem provocado um forte debate sobre os limites de sua atuação. Os subnacionais encontram na esfera internacional um campo de novas oportunidades para novas demandas. Vivem, contudo, em uma situação delicada pela inexistência de um marco regulatório nacional e por sinalizações contraditórias do governo federal. Nosso objetivo é revelar o estado da atual inserção subnacional brasileira à luz do debate federativo. Nossa hipótese é de que a existência de um marco regulatório favoreceria a inserção internacional subnacional ao provê-la de segurança jurídica. Trata-se de um estudo hipotéticodedutivo, exploratório, analítico e descritivo, que se utilizou de referencial primário e secundário, com técnicas de observação participativa e aplicação de questionários. Concluímos que a inserção internacional subnacional no Brasil tem evoluído bastante, sobretudo respaldada por entidades municipalistas e federativas que, aos poucos, criam as bases para um longo caminho ainda a ser percorrido pelos entes subnacionais até viabilizarem uma saída que legitime sua ação internacional sem conflitar com a Constituição Federal do Brasil.	pt_BR

dc.description.resumo	Globalization allows transformation on all dimensions, upon the State included. The impacts on globalization upon the State happen to be several ones, although absolutely no consensual in the academic field. It is undeniable, though, that those impacts come to benefit the international insertion of the State’s inner administrative organizations. Those organizations used to be restricted by ancient national frontiers – the namely subnational – nowadays internationally active. The subnational insertion in Brazil is a crescent strong debate on its limit of performance. The subnational entities meet in the international spheres a new opportunity field for new demands. Notwithstanding that positive scenario, they face a delicate situation due to the nonexistence of a national legislation, as well as to contradictory positions of the federal government. Our objectives consist on revealing the current status quo of the Brazilian insertion, in the light of the federative debate. Our hypotgesis is that the existence of a regulatory framework would encourage the subnational international insertion to provide them with legal certainty. This is a hypothetical-deductive study, exploratory, analytical and descriptive, which was used for primary and secondary reference with techniques participatory observation and questionnaires. We conclude that the international subnational insertion in Brazil has greatly evolved, especially supported by Local government and federal entities, that is gradually creating the basis for a long road still to be traveled by subnational before they come to be capable to enable a way that legitimizes its international action free of conflict with the Federal Constitution of Brazil.	pt_BR
