| dc.description.abstract | Este estudo tem como objetivo discorrer sobre o conceito de Cidades Inteligentes e avaliar a relevância que o uso da tecnologia tem ganhado na gestão da segurança pública na cidade de Vitória. A cidade de Vitória, capital do Espírito Santo, adotou em 2018 uma ferramenta tecnológica que está contribuindo para a promoção da segurança cidadã, a partir da implantação e estruturação de um sistema inteligente que utiliza a tecnologia de reconhecimento óptico de caracteres (OCR), denominado Cerco Inteligente de Segurança (CIS). Essa ferramenta tem impulsionado a maior efetividade e integração do trabalho das agências de segurança pública no município. O cerne deste estudo é avaliar o impacto da inovação tecnológica e a sua relevância para os trabalhos das polícias e da Guarda Municipal, assim como verificar a contribuição desse sistema para a redução da criminalidade na capital com base nos resultados do CIS. A metodologia utilizada conta com a pesquisa sistemática em periódicos e artigos científicos em biblioteca digital (Banco de Teses da CAPES), o uso de um buscador acadêmico (Google Acadêmico), consulta a bibliografia especializada sobre a temática, bem como informações do portal da Prefeitura Municipal de Vitória (PMV), dados estatísticos fornecidos pela Secretaria Municipal de Segurança Urbana (SEMSU) de Vitória e do Centro Integrado de Defesa Social (CIODES) da Secretaria Estadual da Segurança Pública e Defesa Social (SESP). Espera-se verificar a importância das novas tecnologias de inteligência artificial aplicadas à segurança pública e a efetividade das estratégias implementadas pela cidade de Vitória que resultaram na redução de furtos e roubos de veículos no município no período cotejado entre abril/2018 e dezembro/2020. | pt_BR |

| dc.description.resumo | This study aims to reflect upon the concept of Smart Cities and evaluate the relevance of the use of technology as an important asset in the public security management sector in the city of Vitória. The city of Vitória, capital of Espírito Santo State, adopted in 2018 a high tech urban security tool based on an artificial intelligence system which has been promoting the Citizen Security policy since the Optical Character Recognition system (OCR), named Intellingent Security Fence (ISF), has been implemented. The ISF has pushed the public safety agencies’ work onto more effectiveness and integration in Vitória. The core objective of this study is to evaluate the impact of the technological innovation and its relevance for both the state and the municipal police departments and its connection with the auto theft crime trend reduction based on the ISF results. The methodology uses research strategies as a digital bank of thesis (CAPES), an academic research engine tool (Google Scholar), specialized bibliography and official information and statistical data provided by the portal of Vitória City Hall, Municipal Secretary of Urban Safety (SEMSU), Integrated Social Defense Centre (CIODES) and the State Secretary of Public Safety and Social Defense (SESP). It is expected to verify the importance and relevance of the new artificial intelligence technologies applied as public security policies and their effectiveness in the city of Vitória, which has shown as a result the drop of the number of auto theft in the city between April/2018 and December/2020. | pt_BR |
