dc.description.abstract	Este trabalho propõe relacionar as condições fornecidas pelo Estado nas prisões brasileiras com o surgimento das facções criminosas no Brasil, desde o nascimento, organização, crescimento, atuação, objetivos, à organização, expansão e funcionamento. O objetivo é entender como o a falta de organização, a omissão e as falhas nas medidas do governo contribuíram para essa ascensão. Demonstra-se que, nos presídios brasileiros, não se vê o cumprimento das leis de um Estado de Direito e nem da Constituição, sendo uma afronta e negligenciamento ao Princípio da Dignidade Humana e à Lei de Execução Penal. Aponta-se de que maneira os problemas estruturais nos presídios brasileiros, como superlotação, falta de itens básicos para higiene, maus tratos, insalubridade, falta de infraestrutura e opressão, engendram um terreno fértil para a formação e surgimento de grupos para lutar por melhorias, que se transformaram, com o tempo, nas facções criminosas, que hoje são o maior desafio das autoridades na área da Segurança Pública no país.	pt_BR

dc.description.resumo	This master's thesis proposes to relate the conditions provided by the State in Brazilian prisons with the rise of criminal factions in Brazil, from their birth, organization, growth, activities, objectives, to their organization, expansion and operation. The goal is to understand how the lack of organization, the omission, and the failures of government measures contributed to this rise. It is shown that, in Brazilian prisons, it is not seen the fulfillment of the laws of a rule of law nor of the Constitution, being an affront and neglect to the Principle of Human Dignity and the Law of Penal Execution. It is pointed out that the structural problems in Brazilian prisons, such as overcrowding, lack of basic items for hygiene, mistreatment, unhealthy conditions, lack of infrastructure and oppression, create fertile ground for the formation and emergence of groups to fight for improvements, which have become, over time, the criminal factions, which today are the biggest challenge of the authorities in the area of Public Security in the country.	pt_BR
