Cenário de disputas quanto ao uso do solo urbano em Vila Velha (ES, Brasil): o caso da lagoa encantada

Abstract

The research aims to bring into discussion the change that occurred in the Municipal Master Plan of Vila Velha / 2018 involving an area known as LagoaEncantada, in Vila Velha, Espírito Santo where state and non-state actors present themselves with divergent interests regarding the use of this territory a from the conception of nature under two rationalities: the economic and the environmental. It seeks to analyze the performance of the state actor understood by the Vila Velha Municipal Master Plan and by the non-state actor, understood by the ColetivoFórum de Desenvolvimento Social Econômico e Ambiental. It discusses the political positions that permeate this issue through the perspective of urban occupation of Vila Velha'sbiogeophysical base, analyzes and discusses the political processes that permeate the two rationalities, implying the dispute for the use of the LagoaEncantada’s land through the positions of different actors. It analyzes the performance of the actors in question, with technical visits “in loco” at LagoaEncantada and official data from the City Council and the Municipality of Vila Velha. It brings the Technical Report indicating the management category that best meets the characteristics of LagoaEncantada and its protection needs.
