dc.description.abstract	O Orçamento Participativo consagrou-se como uma iniciativa transformadora no âmbito da gestão pública nacional. O processo de redemocratização ao longo da década de 1980, encerrando em definitivo o Regime Militar (1964-1985), permitiu o surgimento de práticas mais autônomas da sociedade, estabelecendo inúmeros novos canais de participação com o Estado. Assim, despontaram inúmeras iniciativas dos governos municipais para expandir estes espaços de diálogos com a população, originando o Orçamento Participativo (OP), como um elemento político democratizante, visando tornar a administração pública uma entidade mais democrática, mais eficiente e transparente, estabelecendo uma nova relação entre Estado e sociedade, e buscando superar as antigas e arraigadas práticas clientelistas. Portanto, no município de Vitória - ES direcionou-se uma análise da experimentação do OP no governo do PSDB, em especial, na administração de dois partidos políticos: o PSDB e o PT. Esta dissertação objetiva metodologicamente através de uma pesquisa bibliográfica e de um estudo de caso, realizar uma análise sobre políticas públicas municipais, a relação entre os poderes executivo e legislativo no município de Vitória-ES, para a o desenvolvimento e aprovação do Orçamento Participativo, durante os mandados dos prefeitos Luiz Paulo Vellozo Lucas (1997-2004), do Partido da Social Democracia Brasileira (PSDB) e de João Coser (2005-2012) do Partido dos Trabalhadores (PT), ambos reeleitos.	pt_BR

dc.description.resumo	The Participatory Budgeting established itself as a transformational initiative in managing national public. The process of democratization throughout the 1980s, ending in the final decadent military regime (1964-1985), allowed the emergence of a more autonomous society, establishing numerous new channels of participation with the State. Thus, numerous initiatives have emerged municipal governments to expand these spaces of dialogue with the population, giving the Participatory Budgeting (PB) as a democratizing political element, aimed at making the government an entity better, more efficient and transparent, establishing a new relationship between state and society, and seeking to overcome the ancient and entrenched clientelistic practices. Therefore, in Vitória-ES directed an analysis of the trial in the OP PSDB government, especially the administrations of Luiz Paulo Vellozo Lucas (1997 to 2004) and João Coser (2004-2012). This dissertation aims through a literature review and a study to perform an analysis on municipal politics, the relationship between the executive and legislative powers in Vitória-ES, for the development and approval of the Budget, during the mandates of mayors Luiz Paulo Vellozo Lucas (1997-2005), Partido da Social Democracia Brasileira (PSDB) and first term of João Coser (2005-2012) of the Partido dos Trabalhadores (PT), both reelected.	pt_BR
