dc.description.abstractA criminalidade organizada no Brasil tem avançado de forma significativa,e o foco da Segurança Pública é, principalmente, o enfrentamento às organizações criminosas.Há necessidade cada vez maior de investimentos em modernas técnicas em Segurança Pública, porém, ainda existem problemas quanto à integração das forças policiais e ao gerenciamento de políticas públicas que evitem o desenvolvimento das facções criminosas. Neste contexto, a presente pesquisa buscou responder como a transformação do crime organizado tem sido um desafio para os Órgãos de Segurança Pública (OSP), bem como elucidar os fatores que fomentam o desenvolvimento dessas facções. Partindo deste princípio, foi traçado o objetivo: estudar e analisar o crime organizado destacando-se como problema a ineficiência da legislação vigente, que não acompanha a evolução do crime organizado. Além disso, também se levaram em conta os meios ultrapassados e inadequados da polícia para tentar controlar o avanço dessa modalidade de crime. Neste cenário, traçaram-se os objetivos específicos: aperfeiçoar o sistema de persecução penal, programar a integração das polícias, incrementar políticas públicas que alcancem toda a população, integrar a inteligência criminal, treinar e adequar os OSP dentro da nova realidade e maximizaras ações nas fronteiras por meio, principalmente, de ferramentas tecnológicas, entre outros. Para o atingimento dessas metas, a metodologia adotada para a dissertação foi a da pesquisa bibliográfica exploratória, com utilização de material nacional e estrangeiro na forma de livros (impressos e digitais), artigos (em revistas impressas ou sites) e trabalhos acadêmicos. A análise feita revelou que as ações terroristas das organizações criminosas transcendem a capacidade do Estado de lidar com essa nova realidade de “guerra”, aparentemente de 4ª geração, cujas características são ações terroristas e guerrilha urbana, seguidas da falta de políticas públicas eficazes e leis de persecução penal que amparem uma resposta satisfatória contra as facções criminosas.pt_BR

dc.description.resumoOrganized crime in Brazil has progressed significantly, and the focus of Public Security is mainly to confrontation criminal organizations.There is a growing need for investments in modern techniques in Public Security, but there are still problems regarding the integration of police forces and the management of public policies that prevent the development of criminal organizations. In this context, the present research aimed to answer how the transformation of organized crime has been a challenge for the Public Security Institutions, as well as to elucidate the factors that foment the development of these factions. Based on this principle, the objective was to study and analyze organized crime, highlighting as a problem the inefficiency of the current legislation, which does not follow the evolution of organized crime. In addition,the outdated and inadequate means of the police have also been taken into account to try to control the progress of this type of crime. In this scenario, the specific objectives were outlined: to improve the criminal prosecution system, to program police integration, to increase public policies that reach the entire population, to integrate criminal intelligence, to train and adjust Public Security Institutions within the new reality, and to maximize actions at the borders, mainly through technological tools, among others. In order to reach these goals, the methodology adopted for the dissertation was the exploratory bibliographical research, using national and foreign material in the form of books (printed and digital),articles (in print magazines or websites) and academic works. The analysis revealed that the terrorist actions of criminal organizations transcend􀀃 the state's ability to deal with this new, seemingly fourth-generation "war" reality whose characteristics are terrorist actions and urban guerrilla warfare followed by the lack of effective public policies and laws of criminal prosecution that support a satisfactory response against the criminal factions.pt_BR
