dc.description.abstract	O presente estudo teve como escopo a análise da atuação do Batalhão de Missões Especiais (BME) da Polícia Militar do Espírito Santo nas manifestações que aconteceram em Vitória, capital do Espírito Santo, em 2013, averiguando se tal atuação ocorrera dentro da técnica proposta pelos manuais da instituição, bem como dentro dos ditames dos direitos humanos. Para tal fora necessário verificar a quantidade de policiais, do BME, processados em virtude das ações durante as manifestações no período a ser estudado – junho a setembro de 2013, e se as técnicas policiais empregadas nas manifestações estão embasadas na doutrina dos direitos humanos. Além disso, buscou-se identificar a quantidade de manifestações que ocorreram no período, bem como a quantidade de manifestações em que houve a necessidade de atuação dos policiais do BME. A fim de se ter uma visão ímpar sobre as manifestações, foram realizadas entrevistas com autoridades civis e militares, para que se tivesse uma visão mais qualitativa da ação policial. Ao final da pesquisa, além de se verificar que não existem policiais do BME processados em virtude de sua atuação nas manifestações que ocorreram entre junho e setembro de 2013, chegou-se também à conclusão de que os manuais da instituição, que tratam da atuação policial em manifestações, estão embasados na doutrina de direitos humanos.	pt_BR

dc.description.resumo	This study has the objective to analyze the performance of the Military Police’s Special Missions Battalion (BME) (Não sei se a sigla traduz também) of the Espírito Santo state in the manifestations occurred at 2013 in Vitória, capital of the state, examining if the operations occurred as proposed by the institution’s manuals and if were within the dictates of human rights. It was necessary to check the amount of BME’s police officers (prosecuted by their actions during the manifestations) and if the techniques used in the operations were based on the human rights doctrines. In addition, it looked for to quantify all the manifestations in the period and identify those that needed the BME’s police officers actions. In order to have a unique view about the manifestations, interviews were conducted with civil and military authorities to have a better analysis about the police actions. At the end of the study, it was verified that there is no BME’s police officers prosecuted by their actions at the manifestations in 2013 and it was concluded the institution’s manuals, dealing with police actions in manifestations, are based on human right doctrines.	pt_BR
